Introducing GovPanels / Supplier Portal

GovPanels and the Supplier Portal will deliver a step-change improvement in the management of panels across the Commonwealth.

A panel consists of suppliers that have been appointed, following an open approach to market process, to supply goods or services for a set period of time under agreed terms and conditions, including agreed pricing. There are over 500 panel arrangements within the Australian Government covering such goods and services as Office Supplies, ICT, and Legal Services.

The systems will streamline engagement with suppliers, and enhance the information available about a supplier's potential offering.

Government Buyers

For Government Buyers, GovPanels will:

  • Provide a single-entry location to discover all panel arrangements, research and select potential suppliers, issue requests for quote, manage supplier responses, issue official orders, and provide relevant reporting details to increase panel procurement transparency, and
  • Provide a step by step process with integrated guidance to support them throughout the panel procurement lifecycle.

Panel Managers

For Panel Managers, GovPanels will:

  • Provide a standardised solution to promote and make their panels available to buyers and suppliers through a central system, and
  • Provide visibility of the use of their panels by procuring entities, including, how many procurement's are in planning; out to market; in evaluation; and in contract delivery. This will assist with demand management, and more detailed analysis over the specific use of their panel.

Central Procurement Teams

For Central Procurement Teams, GovPanels will:

  • Provide the right tools to support and oversee their entity's panel procurements in a single system
  • Allow Central Procurement Teams to manage access for their own entity, and
  • Provide dashboards and workflows so Central Procurement Teams can more easily provide quality assurance support that will improve panel procurement.

Supplier Portal

Suppliers to Government

For suppliers to Government, the Supplier Portal will:

  • Allow suppliers to maintain their own information, ensuring they remain active and visible on panels
  • Identify the key characteristics of their business, such as whether it is a small to medium enterprise, a First Nations business or a women-led business, and
  • Reduce red-tape, empowering suppliers to update information once and store commonly used documents, as opposed to having to contact many entities to provide the same information on a regular basis.
